New 2025 IBSA Goalball Rules

The International Blind Sports Federation (IBSA) has finalized the goalball rules for the 2025 season after an extensive review process. One of the biggest changes is the annual re-approval of the rulebook, replacing the previous four-year validity period. However, major rule changes will still occur only every four years. These updates are based on community proposals.

Key Updates in the 2025 Rulebook

Extended Halftime and Overtime Adjustments

The halftime break will now be 5 minutes instead of 3, following feedback that the previous break was too short. This extended pause will also apply before overtime and during penalty shootouts. Additionally, overtime will now consist of a single 6-minute period with a golden goal format, replacing the previous two 3-minute halves.

Changes to Team Jerseys

New regulations include standardized sponsor logo sizes and adjustments to the size of player numbers on the front of jerseys. The allowable range of jersey numbers will also be expanded. These changes aim to increase financial independence for teams by enabling more sponsorship opportunities. Mistakes in jersey compliance will no longer result in penalties but will instead lead to minor monetary fines.

New World Championship Format

The World Championships will now feature 4 groups of 4 teams. The top teams will advance to the quarterfinals. This format ensures that teams play only one match per day and that all placement matches take place, totaling 48 games per gender. This change shortens the event duration, reduces athlete fatigue, and creates new marketing opportunities for hosts. A new draw procedure will also be introduced.

Updates for Officials (Rule 41)

Rule 41 consolidates key guidelines for officials, previously scattered across various documents. Referees may no longer officiate matches involving their home country or knockout-stage games that could impact their nation’s next opponent. Additionally, referees must improve communication with teams and spectators. During “Official Time Outs – Clarification,” they must explain the issue raised, their decision, and the reasoning behind it.

Video Evidence and Simplified Penalties

Livestream footage from official tournaments can now be used in protest procedures. Furthermore, several penalties unrelated to gameplay, such as incorrect substitution numbers held up by coaches, have been removed.

Mandatory Eyeshades with Nasal Covers

To ensure fair competition, all players at official IBSA events must wear eyeshades with a nasal cover, also known as a “beak.” The IBSA Goalball Sports Committee reserves the right to suspend individuals found guilty of tampering with eyeshades or patches.

Adjustment to the Noise Rule

The noise rule has been slightly modified. Previously, the attacking team had to remain silent as soon as the referee identified a “backswing” from the thrower. Now, the team must stay silent once the thrower makes a clear movement toward the opponent’s goal. This change simplifies enforcement for referees.
