Key Changes in IBSA Governance

Over the past 15 months, IBSA has initiated major reforms. One of the key changes has been the division of governance into two areas: elected bodies that define policies and a management team responsible for implementation. This separation had been ignored for too long, creating a conflict of interest.

Financial Challenges and the Need for Reform

One of IBSA’s top priorities has been to improve its financial stability. Due to a lack of resources, the organization has been unable to:

  • Develop IBSA sports in different regions.
  • Support the work of sports committees.
  • Implement essential reforms in classification and anti-doping programs.
  • Strengthen the IBSA brand across social media and media platforms.
  • Provide sports equipment to countries in need.
  • Enhance the knowledge, experience, and training opportunities for coaches, referees, and volunteers.

The main cause of these financial difficulties has been the absence of systematic fundraising and sponsorship efforts. For years, IBSA has relied solely on membership fees, capitation fees, and license fees, limiting its growth and impact.

New Fee Structure

To address these issues, IBSA has revised its fee system and approved a new tiered structure.

Capitation Fees

  1. Major International Events (World Championships, Continental Championships Division 1, IBSA World Games):

    • Senior Championships: €100 per athlete
    • Young Athlete Championships (U18): €50 per athlete
    • Other team members: €50 per person
  2. Other Competitions (Continental Championships Division 2, IBSA Grand Prix, IBSA World Cup, and other IBSA Championships):

    • Senior Championships: €50 per athlete
    • Young Athlete Championships (U18): €25 per athlete
    • Other team members: €25 per person
  3. Multi-sport Continental Games (e.g., Asian Para Games):

    • Fees will be determined in agreement with local organizers.

License Fees

  • Standard Athlete License: €25 per athlete

Fee Distribution for Sport Committee Support

To further support sports development, IBSA has introduced a new fee distribution model:

  • For Paralympic Sports: 30% of capitation fees will go directly to the respective Sport Committee, while 70% will support IBSA’s core operations.
  • For Non-Paralympic Sports: 50% will be allocated to Sport Committees, and 50% will fund IBSA’s operations.

This model ensures that sports with higher participation receive greater financial support, fostering sustainable growth and increasing athlete engagement.

IBSA’s decision to revise the fee structure is a crucial step towards long-term financial sustainability. The new system will generate essential resources, provide additional support to sports committees, and strengthen IBSA’s position within the international sports community.
